In respect of tracking the lost and stolen vehicles, the Ministry of Road Transport & Highways (MoRTH) has implemented the new regulation/amendment under the Central Motor Vehicles Rules of 1989. All of the new or unsold vehicles after April 1, 2019, would be equipped with High-Security Registration Number Plates (HSRP).
As per the notification announced by the MoRTH recently, the vehicle manufacturer will be provided HSRP (including the third registration mark) to authorized car dealer/ retailer and after then the dealer is entitled to position a registration mark on such plates and attach to it on an unsold or new vehicle.
Individuals can also use HSRP in existing vehicles but only in one condition once old number plates have been either destroyed or submitted to the government.

High-Security Number Plates (HSRP) helps to keep the records of the vehicle. Through this, the stolen or lost vehicles can be tracked easily.
The new registration plate has a span life of 15 years, if in case HSRP breaks, withers or suffers from any other natural damage within 15 years, showroom dealer will change it.
“The cost of the HSRP will be included in the vehicle cost itself. These registration plates with distinctive number plates will be linked to the government Vahan database. The new scheme will bring huge relief to owners as they won\'t face any harassment and there will be a nationwide implementation of the order uniformly,” said government official.
There will be a chromium-based hologram which will be hot-stamped on the top-left corner on both front and rear HSRPs sides. And the said stamp will display the Ashoka Chakra in blue colour. Also, there will be a 10-digit permanent identification number (PIN) which would be laser engraved into the bottom-left corner of the HSRPs, while the hot-stamping film will be applied on the letters and numerals of the registration number in which \'India\' inscribed on it.

Also, there will be a third registration plate as a chromium hologram sticker will have to be attested on the bottom-left side of the windshield. Details such as the registration number, the registering authority, a laser-branded PIN, and engine and chassis numbers will be given on the sticker.
To ensure HSRPs aren\'t stolen, the circular states that the rear HSRP will have to be fastened with "at least two" non-removable/non-reusable snap locks.
The notification to amend the Central Motor Vehicles Rules to this effect was issued after due consideration of objections and suggestions received from the public in this regard. MoRTH made the proposal for HSRPs in April, this past year, and invited objections and suggestions from those likely to be affected by the amendment.
